SUBSTANCE: invention relates to computer engineering. Method of encoding an image or part of an image in which data indicating a color format is defined; value of QPC quantization parameter for at least one component of the chromaticity of the image or part of the image is determined by using the following function to get the QPC value from the QPI value of the intermediate quantization parameter, when the mentioned data does not indicate the 4:2:0 color format, QPC = MIN(QPI, 51), when the QPI value of the intermediate quantization parameter is based on the value of the quantization parameter for the luminance component of the image or part of the image; and the said determined QPC value is used to encode the image or part of the image.

EFFECT: technical result consists in improving the flexibility of quantizing color components, in expanding the range of the HEVC video standard.
