FIELD: industrial organic synthesis. SUBSTANCE: production process comprises following steps: routing ammonia and primary alcohol into reaction zone; feeding catalytic complex, in particular organotin compound, high-boiling solvent containing elecronodonor atom into the same reaction zone; performing reaction of a part of primary alcohol with urea in presence of above-indicated organotin compound and high-boiling solvent in reaction zone and, simultaneously, removing dialkyl carbonate and ammonia from reaction zone in vapor form. Invention also provides homogenous catalyst containing complex of organotin compound with bidentate ligand, which forms bidentate (1:1) and/or monodentate (1:2) adducts with wherein X represents Cl, R'O, R'COO or R'COS; , Ph3-nR′SnXn, or Ph4-nSnXn, in which R' is CqH2q-1, n = 0, 1 or 2, and q = 1- 12, or their mixtures.
