FIELD: high-frequency measurement technology. SUBSTANCE: invention can be employed in particular in systems of operative control over parameters of liquids in various technological processes. Technical result of invention consists in adaptation of sensitive element to measurement of dielectric characteristic of liquids and in improved representativity of measured sample in systems of operative control over various technological processes. Sensitive element has dielectric substrate. Grounded metallized base is deposited on one side of it, two strip conductors intercoupled electromagnetically are applied to the other side. Dielectric substrate has shape of tube, grounded base being deposited on outer cylindrical surface of tube. Two windows in which termination pads for capacitive coupling of strip conductors to transmission line are cut in base. Strip conductors themselves are applied to inner cylindrical surface of tube in diametrical opposition. For measurement sensitive element is mounted either as component of pipe-line or forms walls of measurement dish. Dielectric characteristics of liquid are found either by frequency position and depth of attenuation pole on amplitude- frequency characteristic of sensitive element or by frequency position of maximum and value of SHF power passing through it.
