SUBSTANCE: portable device includes cylinder, piston with rod arranged in cylinder with possibility of driving it from gas pressure source; actuating mechanism in the form of movable and stationary cutters. Between movable cutter and end face of cylinder compression spring is arranged; tie rod is mounted on movable cutter and it is joined with spring fixing member secured to outer surface of cylinder.
