FIELD: systems used at extremal conditions for saving human lives, mainly for cutting reinforcements. SUBSTANCE: apparatus includes gas pressure source, cylinder with openings for reducing gas pressure, piston with rod and actuating mechanism in the form of fixed and movable cutters. Chamber is placed in cylinder with possibility of motion; piston with rod is arranged in said chamber. There is duct in cylinder; through openings are made in end part of chamber and in piston. Said openings are designed for passing through them gas from gas pressure source. Non-return valve is mounted in opening of piston. EFFECT: reduced size and mass of apparatus due to additional damping at idle stroke of its movable parts. 1 dwg
