FIELD: radio communications engineering. SUBSTANCE: at least one quality parameter is evaluated for each connection of radio link. Server 6 in mobile radio network calculates at least static quality index (pi) using quality parameters of many connections of one user and also at least one quality criterion (G, Gi)) that depends on plurality of connections with different mobile phones 1. Server 6 takes decision on which of mobile phones 1 has not attained quality criterion (G, Gi) and should be classed as critical according to quality indices received. User of mobile phone whose quality index is below one or more specified quality criteria is informed by pointing to this fact in telephone bill. Quality parameters are found at base stations 2 of network 7 and gathered in mentioned server 6. Proposed method can be likewise used to evaluate quality of infrastructure components, such as those of base stations 2.
