FIELD: mobile communication systems. SUBSTANCE: system parameters, that is, signal- to-noise ratio, transmission power, signal level attenuation, performance characteristic, and hysteresis, characterizing the communication system form load values for connecting common- user telephone network subscribers to mobile stations through various channels/base stations. Various types of parameters can be compared by means of load values which are combined to obtain general value of load for each connection. These load values are estimated for alternative channels/base stations and compared with first general value of load. System replaces channel/base station by other one basing on results of comparison. EFFECT: provision for using load values to optimize resources within one or more base stations so as to attain best sum of loads. 51 cl, 24 dwg
