FIELD: immobilization of hazardous materials. SUBSTANCE: method includes installation of intermediate cover on cylindrical container, mentioned cover being provided with hole hermetically sealed with flap; perforation of flap with aid of saw bit mounted on holding cap that closes butt-end of cylindrical container closed with intermediate cover. Immobilizing material is introduced in cylindrical container through filler pipe disposed inside saw bit, negative pressure is applied to cylindrical container space and to space under holding cap after container is installed on site and during perforation and filling steps. Device designed for filling cylindrical containers holding hazardous materials has intermediate cover designed for installation onto cylindrical container. Cover has hole hermetically sealed with flap. Device is provided with holding cap incorporating saw bit designed for perforating the flap, means for introducing immobilizing material, and means for applying negative pressure to cylindrical container tank and to space under cap.
