FIELD: regular packings for heat exchange apparatus. SUBSTANCE: proposed packing is made from sheet material with artificial roughness; sizes of packing are comparable with thickness of film of liquid; packing is made from corrugated strips stacked together- corrugations of said strips are inclined and trapezoidal and triangular in shape. Trapezoidal part of corrugations has pressed holes whose edges are bent inside corrugation. Device proposed for making such packing includes tensioning unit consisting of two rolls pressed to each other and drive toothed shafts with inclined teeth forming one or several sections of engagement along length of shaft of different parameters; each second tooth on one of shafts is removed; pointed taper or pyramidal projections are made instead of removed teeth. Artificial roughness, perforation and corrugation are made at one pass in continuous mode. Availability of holes with inclined edges makes it possible to reduce hydraulic resistance of packing. EFFECT: enhanced transversal motion of gas and increased specific surface of packing; avoidance of turbulence of gas flow; enhanced efficiency. 3 cl, 2 dwg
