FIELD: firearm. SUBSTANCE: the non-killing propellant shot consists of soft and elastic composite material made of an organic polymeric matrix and a powdered metal charge dispersed in it. The Shore hardness of the composite material makes up 2 to 30, the density of the composite material makes up 1.0 to 2.9, the density of the powdered metal charge makes up 4 to 22, and the organic polymeric matrix represents cross-linked polybutadiene, the mean molecular mass of the polybutadiene chains makes up 500 to 10,000. The method for manufacture of the above non-killing propellant shot, soft and elastic material for it and a cylindrical cartridge for firearm are also offered. EFFECT: produced a non-killing shot for firearm not creating any risk of heavy injury for manpower when it is used as a weapon for close-range protection, at the same time neutralization of this target for a sufficiently long period of time is provided. 21 cl, 6 ex
