SUBSTANCE: proposed fuel cell is characterized in that desired water balance in solid polymeric electrolyte is maintained by means of solid polymeric electrolyte membrane provided with hollow passages made in the form of hollow tubes of material whose ionic conduction is similar to that of membrane material; outer diameter of hollow tubes is smaller than membrane thickness and mechanical strength of tube material is higher than that of membrane material. Hollow tubes are disposed in membrane closer to fuel cell anode and they contact water tanks installed in top and/or bottom part of fuel cell.
