SUBSTANCE: invention relates to catalysts used for preparing alkenes by selective incomplete oxidation of the corresponding alkane, to methods for preparing such catalysts and methods for their using. Invention describes a catalyst for incomplete oxidation of lower alkanes to olefins and carboxylic acids of the formula: MoaVbAlcMndWeYfOz wherein Y represents at least one element taken among the group consisting of Pd, Sb, Ca, P, Ga, Ge, Si, Mg, Nb and K; a = 1; b corresponds to value in the range from 0.01 to 0.9; c corresponds to value in the range 0 < 0.2; d and f correspond to value in the range 0 < 0.5; e corresponds to value in the range 0 < 0.5 - d; z is a whole number indicated number of oxygen atoms in correspondence with valence of Mo, V, Al, Mn, W and Y. Invention describes a method for preparing catalyst involving formation of mixture of soluble compounds of Mo, V, Al, Mn, optionally W and Y, in an aqueous solution with pH from 1 to 10, drying the mixture and calcinations at 250-450 C for 1-16 h. Invention describes also a method for preparing olefins and carboxylic acid using this catalyst. Invention provides enhancing the selectivity by the end product, for example, olefins and carboxylic acids.
