FIELD: manufacture of road-building materials.

SUBSTANCE: invention relates to building high-ways and can be used when carrying out thin-layer surface treatment of pavements, when preparing cold mixes, and when building and repairing pavements, etc. Cationic bitumen emulsion contains, wt%: road-building petroleum bitumen (BND 60/90) 45.00-65.00; aqueous hydrochloric acid 0.40-0.60; calcium chloride 0.08-0.12; monoalkylphenol (Neonol AF 9-8) 0.50-0.70; rubber additive (SVB-M), in particular polybutadiene rubber dissolved in industrial oil with Mooney viscocity at least 25, 1.1-1.7; cationie emulsifier (KADEM-VT) prepared from vegetable- and animal-origin acid fraction C₁₆-C₂₀ and polyethyleneamine with amine number at least 150 mg HCl/g and acid number 0-6 KOH/g, 2.50-3.50; and water in balancing amount.

EFFECT: increased adhesion of binder film to mineral materials of both acidic and basic rocks, increased stability of emulsion for a period of time sufficient for preparing different emulsion-mineral mixes; improved elasticity of bitumen binder; and improved plasticity-brittleness temperature range.
