SUBSTANCE: device comprises housing made of a regular polygonal prism, working member made of several spring-loaded plates-activators with trapezoidal openings. The plates-activators are the armatures of the electromagnets of the electric drive, and each of which is mounted from the other side of the baffle in front of the magnetic conductor. The distance between the baffle and the armature is no less than the amplitude of the armature vibration in the fluid with natural frequency equal to that of the feeding voltage for electromagnet vibration activator. The plates-activators has a conical disk with round trapezoidal opening, conical jet generator mounted in the central zone, and additional openings arranged over periphery symmetrically with respect to the longitudinal axis.
