FIELD: engineering of controlling and measuring equipment, possible use for dynamic counting and paying for consumed energy or heat carrier by different types of consumers.

SUBSTANCE: system is made in form of a set, including recording block with first input-output socket, credit card of client provided with second input-output socket with information recorded in its memory block about paid volume of gas or liquid, and reading block with third input-output socket. Recording block contains first pulse generator, first control block, random numbers generator, recording error indicator, readiness indicator, decoder, typing field. Reading block contains second pulse generator, second control block, bad read indicator, indicator, flow indicator and thermal indicator, connected, respectively, to generator and analog-digital converter. Outputs of second control block through amplifier-generator are connected to controlling input of gas or liquid main client feed valve.

EFFECT: higher comfort and precision of control and counting of gas or liquid flow, usage of encoding provides for secrecy and protection of information transfers and prevents use of forged cards.
