FIELD: television engineering; transmitting video signals over narrow-band channels.

SUBSTANCE: newly introduced in prior-art device for converting digital picture signal are correction unit, two delay lines, and clock generator which makes it possible to separate line signal intervals within which interline signal difference value exceeds preset threshold value from digital block aspect ratio of television picture signal brightness component by coding, to shape fixed-level control signals corresponding to these intervals, to combine in time and to subtract adjacent half-picture signals, to bring these difference signals obtained to zero level within intervals coinciding with appearance of shaped control signals, as well as to bring in time coincidence and to sum up half-picture difference signals resulting from this conversion with adjacent half-picture signals.

EFFECT: improved quality of picture signal.
