SUBSTANCE: repeated digitisation of a video image is carried out in accordance with a scale ratio of repeated digitisation. Repeated digitisation includes calculation of a sample value in the position i, j in the array of repeated digitisation. Calculation includes calculation of a produced horizontal or vertical position x or y of a sub-sample by the method, which is related to approximation of the value partially by multiplication of 2n value by inversion (approximated or exact) of the scale ratio of the step-up digitisation. Approximation may be rounding or some other type of approximation, such as a limitation function at the top or bottom, which approximates the nearest integer number. The sample value is interpolated using a filter.
EFFECT: highly accurate calculation of a position to vary image size in application of spatially scaled video coding and decoding, which provides for higher efficiency of digital video coding and decoding.
