SUBSTANCE: device comprises pipe section made of a cock with throttle gate and provided with disk. The disk is mounted for permitting rotation inside the section around the axis of rotation between the position at which the transverse section for discharging fluid is closed and the position at which the section is open. The axes of rotation are positioned perpendicular to the axis of the main pipeline and parallel one to the other. The axes of rotation (X, Y) of the disks (5,6) are arranged eccentrically with respect to the axis (Y-Y) of the section (2,3).
