FIELD: data transfer technology, in particular, planning of transmission speed via direct channel for service of high speed data transfer of multi-access system with code division of channels (CDMA).

SUBSTANCE: device and method realize collection of information about maximally possible scheduled resources, accessible to system, and also information about requirements to data transmission services for scheduled users, while measurements of planned user include short-term measurement of scheduling, long-term measurement of scheduling and normalized long-term measurement of scheduling; creation of a queue of scheduled users in accordance to scheduling measurements; assignment of transfer speed and power in accordance to queue of scheduled users and scheduled resources accessible in system; removal of users who received resources from the queue of scheduled users and dispatching of notification about assignment result to selectors and channel blocks. Invention makes it possible to consider quality of wireless communication in complex too, as well as accessible system resources.

EFFECT: increased efficiency of usage of system resources, and also decreased delay during transmission of user data to scheduled users.
