SUBSTANCE: invention claims method and device of access authorisation management in communication system. Effect is achieved by access network (AN) element determining available resources. If resources available are sufficient to maintain conditions of requested application stream, then AN allows the application stream the access. Periodically and on trigger events AN refreshes assessment of available resources. Access authorisation management can be coordinated with scheduler by application of compensation coefficient to each stream type and compensation coefficient for total streams of a certain user.
EFFECT: efficient distribution of communication resources between communication network clients under network distribution policy.
