SUBSTANCE: present invention pertains to method and device for time-delay adaptive control for distribution of resources with different quality of service (QoS) requirements. Forward link (FL) scheduler prepares transmission instances through waiting data queues processing in accordance with priority class such as "best effort" (BE) and "emergency forwarding" (EF). Data bits from multiple queues are inserted into transmission instance. Various metrics are used to form candidates set for transmission and to select and create the next transmission instance on the basis of candidates set.
EFFECT: creation of time-delay adaptive control for transmission scheduling in communication system.
