SUBSTANCE: measuring device contains recording device, measuring toroidal inductiveness coil and first amplifier of alternating current, outputs of which are connected to inputs of registration device, and inputs are connected to outputs of measuring toroidal inductiveness coil. Also, it contains second amplifier of alternating current, supporting toroidal inductiveness coil, outputs of which are connected to inputs of second alternating current amplifier, phase difference meter, first inputs of which are connected to outputs of first alternating current amplifier, and second inputs are connected to outputs of second alternating current amplifier.
