SUBSTANCE: device can be used for comparing time scales disposed at large distances and placed onto transportation vehicles and on-ground check and control point, as well as for remote control of technical condition of transportation vehicle and its location at on-ground check and control point. Device for synchronizing clock has CCD repeater, GPS navigation system satellites, first and second points. First point disposed at motionless object has frequency and time standard, two heterodynes, pseudo-noise signal generator, OR gate, three mixers, three intermediate frequency amplifiers, three power amplifiers, duplexer, receiving-transmitting aerial, two clippers, two memory units, correlator, two multipliers, two band-pass filters, two phase detectors, board controller, master oscillator, phase manipulator, detectors and on-board registrar. Second point, selected as on-ground check and control point, has frequency and time standard, two heterodynes, pseudo-noise signal oscillator, switch, OR gate, two mixers, two intermediate frequency amplifiers, two clippers, two memory units, correlator, multiplier, band-pass filter, phase detector, on-ground controller, master oscillator and phase manipulator.
