SUBSTANCE: proposed device has dielectric impeller, plates built of two parts, internal and external ones, the latter being made for bending out to one side; central longitudinal bore of impeller is made in the form of longitudinally cut bushing whose diameter equals that of wire; inner surface of bushing is knurled; plates are disposed, say, mutually perpendicular to one another.

EFFECT: enlarged functional capabilities due to eliminating most dangerous causes of wire break.
