FIELD: oil and gas production, particularly bottomhole treatment means.

SUBSTANCE: device comprises positive and negative electrodes, drum of dielectric material rotating about its axis coinciding with device axis. Drum has groove shaped as parabolic cylinder. Vertical cylinder plane is transversal to drum radius passing through geometric electrode axes. Electrodes are shifted relatively device axis and are located in lower drum part. Drum is put in air-tight chamber formed of insulating material and filled with fine water-insoluble polymer suspension. The chamber has upper and lower plugs. Electric conductivity of the suspension is optimal to provide efficient spark over of gap between electrodes at bottomhole reservoir zone temperature. Channel is created in upper chamber plug. Unloading valve, which releases gases generated during electric discharge if said gas pressure exceeds hydrostatic well pressure, is installed in the channel. Filling orifice closed with bolt is made in lower plug of the chamber. The filling orifice is adapted to fill chamber with said suspension.

EFFECT: increased oil-and-gas permeability and increased oil-and-gas output.
