SUBSTANCE: device comprises case, and driven shaft with a drum fastened onto it, assembled on the drum two off-center fingers are equipped with freely rotating reels; at that a side of one of the reels is made of ferromagnetic material with electro conductive coating; band material is wound around reels and cinematically is tied with elastic endless belt. To regulate a static moment of unbalance two electromagnets are assembled in a plane parallel to the surface of electro conductive coating, at that one of electromagnets is secured between shaft and fingers axes, while the other electromagnet is assembled behind the fingers axes.
