SUBSTANCE: system of communication to retransmitters that vary their location in space comprises ground communication network, which includes four groups of movable objects comprising user terminal devices, complex of communication technology and point-to-point lines, three terminal communication units connected to each other by means of multi-channel lines of two-way communication, switched telephone network of common use that consists of four single-type transit stations for switching of channels and packets connected to each other by means of communication backbones according to fully intermeshed principle and to communication units by multi-channel bridged taps, auxiliary communication unit, retransmitter station, private communication networks and Internet network connected to switched telephone network of common use, and also contains three single-type multi-channel communication retransmitters that are connected to each other and to units of communication by radio lines, control panel of communication retransmitters operation, which is connected to retransmitters of communication by means of radio lines, communication retransmitter installed on spacecraft board and having outlets into satellite communication network, to multi-channel communication retransmitters and to retransmitter station by means of satellite communication lines.

EFFECT: increased reliability of communication and stability of communication system functioning.
