SUBSTANCE: present invention relates to a system, device and method of reallocating frequencies based on measurement messages. The method of reallocating frequencies is realised in a wireless communication system (100), which can support communication with several mobile stations (112-115) through several cells. The method involves generation of channel/noise ratios based on measurement messages. However, for the first cell, which has one or more neighbouring cells with a coinciding channel, for which measurement messages are inaccessible, the channel/noise ratio is evaluated for one or more neighbouring cells with a coinciding channel. These evaluations are based on noise levels from common neighbouring cells to the first cell and one or more neighbouring cells with a coinciding channel.
