SUBSTANCE: group of inventions is related to facilities of digital rights control. Method includes generation of formal license for content, which includes decoding key for its decoding and rules of access for accessing the content. Multiple organs of license issue are configured to present multiple partial licenses. Multiple partial licenses may be combined to generate formal license. Each organ of license issue presents corresponding partial license.
EFFECT: provision of distributed infrastructure of open licensing for system of digital rights control in networks.
