FIELD: electricity.

SUBSTANCE: invention relates to systems for emergency electrical supply to instrumentation and automated control systems, which are used on atomic power stations. More specifically, the invention relates to devices for charging and discharging electric batteries and can be used in different types of power installations, during operation of an independent direct current power supply, made in form of a storage battery, made from molecular capacitors using nano-technology. The device for charging a storage capacitor consists of a controlled rectifier (2), connected to a three-phase alternating current mains supply (1). Current limiters (22) and (25) are connected to a storage capacitor bank (9) and current selector (8). A partially filtering element (4), which is electrically connected to the controlled rectifier (2), is connected to the input of current selector (8). The output of current selector (8) is electrically connected to the input of a controlled inverter (12), the output of which is connected to user electric load (21) through a current inductor (20), which is necessary for stabilising the user electric load (21). Current limiters (22) and (25) are a bank of regulated electric capacitors (24) connected in parallel-series on controller principle.

EFFECT: reliable operation of the device for charging a storage capacitor and for discharging it, through prevention of damage to the controlled current rectifier and controlled inverter.
