SUBSTANCE: invention relates to hydro- and oleophobic agents, designed for protecting construction materials and structures from damaging environmental effects, as well as to ecologically safe water-emulsion compositions based on the said agents. The engineering problem is designing a new efficient ecologically safe hydro- and oleophobic protection agent which is stable during storage. A hydro- and oleophobic agent is proposed, for protecting construction materials from damaging environmental effects, containing (wt %): organic silicon amide of perfluorocarboxylic acid of formula C₃F₇OCF(CF₃)CF₂OCF(CF₃)C(O)NH(CH₂)₃Si(OC₂H₅)₃ (F-39)-20.0-69.80; organic solvent - aliphatic hydrocarbons C₆-C₇ with normal and/or iso-structure - 29.90-79.80; emulsifier - perfluoro oxapropylene-carboxylic acid of formula: C₃F₇O[CF(CF₃)CF₂O]₂CF(CF₃)COOH - 0.15-0.80; as well as a water-emulsion composition based on said agent, containing said hydro- and oleophobic agent and water in mass ratio 1:(4-9), respectively.

EFFECT: hydro- and oleophobic agent can be stored without deterioration for a long period (2-3 months) and can be diluted with water to obtain a water-emulsion composition directly before application, giving protected surfaces good hydro- and oleophobic properties.
