SUBSTANCE: device for generating a baseband signal and another for processing transmission data are disclosed. A transmitting device (T) assesses the quality of connection of the transmission link (L). When the quality of connection is preferable, a character, which can assume four values, is created from the bit of the most significant part of the coded speech data and from the bit of the least significant part using frequency-shift keying (FSK). When the quality of connection is not preferable, a FSK character with four possible values is created from the bit of the most significant part of the coded speech data and the redundant bit "0". However, the character which contains the redundant bit, equal to the maximum or minimum of the four values which can be assumed by the given character. Also each bit of the coded speech data assumes "0" value when it indicates that the component which corresponds to this bit is absent.
EFFECT: possibility of the receiving side restoring data without determining whether these data were processed or not, and transmission of these data with appropriate efficiency which corresponds to quality of connection.
