SUBSTANCE: invention can be used in systems for protecting information from unauthorised access. The decoder has K levels of decoding units, a double buffer register for accumulation and storage of formatted data. Each decoding level contains 2i-1 elements 
, which connect D flip flops for storing data and the storage register and cyclic shift of bits of decoding codes having length K-i+1.
EFFECT: faster process of controlled rearrangement of elements (α1,α,…,αi,…αN) of an initial data line with length N due to pipeline processing during conversion after N cycles of the clock-pulse generator.
