Sign information for some of refinement ratios may be produced in decoder on the basis of sign values of appropriate coefficients of previously coded levels of SVC circuit, which may additionally increase efficiency of compression.
EFFECT: efficient coding of series lengths of significant ratios and refinement ratios of expansion level, which eliminate necessity to send sign information for some of refinement ratios.
