SUBSTANCE: first ratio is defined, related to the first type of a video unit; the second ratio is defined, related to the second type of a video unit, besides, the first and second ratios are based on symbols, indicating whether signs of specification coefficients have changed or remained the same relative to the appropriate coefficients of the previous level in SVC circuit. The first table VLC is selected from multiple VLC tables for use in coding of a video unit of the first type on the basis of the first ratio, and the second table VLC - from multiple VLC tables for use in coding of a video unit of the second type on the basis of the second ratio, and the video units of the first type are coded on the basis of the first table VLC, and the video units of the second type - on the basis of the second table VLC.
EFFECT: improved efficiency of video coding.
