SUBSTANCE: system supports semi-permanent and non-permanent assignments of resources. Semi-permanent assignment of resources is valid until data is still sent during earlier specified period of time of the last sent data, and is ended, if the data is not sent within a previously specified period of time. Non-permanent assignment of resources is valid within previously specified duration or specific transfer. Semi-permanent assignment of resources may be provided for expect hit of data for sending via communication line. For Voice over IP protocol (VoIP) semi-permanent assignment of resources may be provided for voice frame anticipating hit of voice activity, and non-permanent assignment of resources may be provided for frame of silence descriptor (SID) during period of silence.

EFFECT: efficient assignment of resources for traffic hits.
