SUBSTANCE: disclosed configurations include systems, methods and devices adapted to generate a sequence of spectral inclination values, which is based on inactive frames of a speech signal. For each of the multiple inactive frames of the speech signal, the transmission decision is taken based on a calculated change between at least two corresponding values of the sequence. The said decision determines whether silence description for the corresponding inactive frame is transmitted.
EFFECT: low probability of erroneous positive decisions through the decision making step.
