SUBSTANCE: method to video code images includes separation of a vector of a macroblock coefficients into two or more subvectors without supplementing zeroes. At that each subvector has length, smaller or equal to the length of a coefficients vector, specification of each subvector size and position of each subvector in a vector of coefficients and formation of a unit, corresponding to each subvector.

EFFECT: increased efficiency of coding and decoding of video signals.
