SUBSTANCE: invention relates to character coding using codewords and specifically to variable length coding. A method of determining correlation between a syntax element and a codeword for variable length coding includes: receiving a syntax element to be encoded as a codeword from a set of codewords; determining correlation between the syntax element and the codeword based on a hierarchy level in a tree structure, wherein said tree structure relates to at least one of the following: transformation block size, prediction block size or block size; using said correlation to obtain a codeword and updating said correlation.

EFFECT: high coding efficiency by determining correlation between a syntax element and a codeword.
