SUBSTANCE: invention relates to hydraulic tools and may be used for cutting window grate rods and hinged lock bows. Proposed cutter comprises cylindrical casing accommodating piston with rod reciprocating therein provided with hydraulic joint and jointing element for it to be connected to pressure source arranged on facing face, on the side of piston, and with opposite end with shaped surface. Locking element is arranged on casing lateral surface, on the side of shaped surface. Casing face with shaped surface represents an external surface perpendicular to casing geometrical axis that has inner face in the form of a plane parallel to casing geometrical axis. Tool may not turn relative to surface to be cut and reduces cutting force.
