SUBSTANCE: parameter decoding device includes a prediction residue decoding unit which finds a quantised prediction residue based on encoded information included in a current frame subject to decoding, and a parameter decoding unit which decodes a parameter based on said quantised prediction residue, wherein said prediction residue decoding unit, when said current frame is erased, finds a current-frame quantised prediction residue from a weighted linear sum of a parameter decoded in the past and a future-frame quantised prediction residue.

EFFECT: high efficiency of frame concealment in order to prevent quality deterioration.
