FIELD: information technology.

SUBSTANCE: terminal measures wireless channel quality for each frequency band and notify base station about quality; base station determines frequency band to be used by terminal based on terminal notification. Then the terminal is grouped depending on difference and so on in frequency band in which the terminal is working, and notified to which terminal group it belongs; upon receiving notification from base station the terminal establishes its own and terminal group available frequency band and measures notified value of channel quality of available frequency band; measurement result is reported to the base station; the base station performs planning process for each available frequency band based on wireless channel quality of available frequency band of terminal and starts communicating with the terminal.

EFFECT: providing wireless communication system which capable to speedup planning process in base station.
