When information on terminal capability is received from a wireless terminal device, the terminal category is assigned by information on terminal capability, the communication line is tuned for a wireless terminal device, and a control signal is sent, which corresponds to communication line tuning. Control may be simplified by tuning of communication line according to terminal category.
