SUBSTANCE: media access control (MAC) object contains: check module which checks if some area is accessible to be filled in MAC protocol data unit (PDU), which has been designed; comparator module which compares number of bits to be filled with size of buffer status report (BSR) plus its subheader; and processing module which interacts with check module and comparator module to initiate buffer status reporting (BSR) procedure, if number of bits to be filled is greater than BSR size plus its subheader, add BSR and its subheader to MAC PDU and set logic channel identifier (LCID) in subheader to indicate that BSR has been added, where this BSR has been initiated owing to filling. The method describes operation of said apparatus.

EFFECT: more efficient use of radio communication resources.
