SUBSTANCE: method of simulating a communication channel, creating a database, analysing and determining data on target objects, identifying and classifying target objects, determining priorities and creating a list of target objects according to their priorities, estimating efficiency of taking action, randomly generating a list of equipment (TS) based on efficiency, allocating target objects between TS, assigning targets, generating control commands and transmitting them to TS. System comprises the following models connected appropriately: control points, communication lines, database storage devices, channel forming equipment, data transmission equipment, units for collecting and analysing data on target objects, units for measuring primary characteristics, calculating secondary characteristics, selecting objects based on characteristics, identifying and classifying target objects, determining priorities of target objects, estimating efficiency, creating a list of TS based on efficiency, allocating objects between TS, assigning targets for TS, control panels, information display units, comparator units, devices for receiving commands and addressed output of control signals and control of the equipment.
EFFECT: broader functional capabilities of the method and system owing to simulation of four-level control of equipment.
