SUBSTANCE: invention relates to simulation of control processes and can be used for simulation of the hardware control processes. Invention improves potentialities of the method and system allowing simulation of such control functions as gathering, processing, analysing the data on target objects, making the decision to affect an object, generating control instructions and transmitting them to the hardware. The method consists in simulation of a communication channel, exchange of data with a higher control station on objects to be subjected to some effects, analysing and updating the data on the said objects, development of the data base, identification and classification of the said objects, determination of priorities and definition of the objects in compliance with the their priorities, estimation of efficiency of effects, formation of the hardware lists in a random way allowing for efficiency, distribution of the said objects between hardware, generation of target destination, control signals and their transmission to hardware.
