SUBSTANCE: element (2, 9) is arranged in an opening of the capacity containing internal insert (3) nonpermeable for fluid medium and external reinforced polymer layer (1); element includes a short pipe section (2) and cover plate (9); cover plate is arranged on upper end of pipe section (2), which is continued to the outside of the capacity; pipe section (2) passes through the capacity opening to lower end, where a flange continued to the outside is arranged on the pipe section between external reinforced polymer layer (1) and internal insert in the capacity; at that, internal insert (3) is continued to the outside through the opening of pipe section to the above cover plate; inside internal insert there arranged is sealing surface; the latter adjoins the internal insert and has at least one gas-nonpermeable seal adjacent to internal insert; pretension device (4, 8, 10, 16) is arranged outside the internal insert, in a groove, and pipe section, around upper end of pipe section, and it presses the internal insert (3), despite the capacity pressure, to the above sealing surface, and at least to one gas-nonpermeable seal (6).
