SUBSTANCE: ecological system of collecting information on the state of a region comprises check points for industrial wastes, wire communication channels, local control stations for monitoring industrial plants, radio communication channels, a central control station, a first group of environmental monitoring sensors, a second group of environmental monitoring sensors, means of radio communication, sensors with urban telephone network equipment, a station for space communication with a satellite space surveillance network, a long-range real-time air system with a fourth group of environmental monitoring sensors and a short-range automobile system with a fifth group of environmental monitoring sensors.

EFFECT: high noise-immunity and reliability of receiving phase-shift keyed composite signals by attenuating narrow-band interference.
