SUBSTANCE: in conjunction with a handover message, expedited status exchanges are carried out so that initial communication does not require subsequent retransmission of duplicate data. Dedicated random access channel (RACH) preamble and cell information are transmitted; RACH is received from user equipment so as to begin communication, and handover messages and radio link control (RLC) status messages or UL grant messages are transmitted in response to RACH reception.

EFFECT: high efficiency of using downlink air-interface bandwidth during handover of user equipment from a source cell to a target cell.
