FIELD: chemistry.

SUBSTANCE: invention relates to a decontaminating and foaming aqueous solution, a composition for preparation thereof, use of such a solution, a method of decontaminating surfaces and a method of destroying explosives. The decontaminating and foaming aqueous solution contains the following, in weight percentages with respect to the total weight of the composition: 0.1-20% of a water-soluble organic or inorganic peroxide agent; 0.05-20% an anionic surfactant; 0.1-20% of an amine oxide; 0-5% of a stabiliser for the peroxide agent; 0-10% of an amphoteric surfactant; 0-15% of an alkaline buffer solution; a component which supplements the amount to 100% and which is water. The water-soluble organic or inorganic peroxide agent is selected from: organic peroxy acids of formula R'-CO3H, where R' is a linear or branched alkyl containing 1-4 and preferably 1-3 carbon atoms, and their salts of alkali and alkali-earth metals, ammonium or hydroxyl amines; organic peroxy acids of general formula HO3C-R'-CO3H, where R' is a linear or branched alkylene containing 1-4 and preferably 1-3 carbon atoms, and their salts of alkali and alkali-earth metals, ammonia or hydroxyl amines; organic peroxy acids of general formula R"-(F) (CO3H)n(CO2H)m, where R" is hydrogen or a linear or branched alkylene containing 1-4 carbon atoms, (F) is a benzene ring, n=1 or 2, m=0 or 1, and their salts of alkali and alkali-earth metals, ammonia or hydroxyl amines; inorganic peroxides selected from adducts of H2O2, salts of peroxy acids, inorganic peroxy acids and their salts of alkali metals; mixtures of said peroxide compounds. The pH of said aqueous solution ranges from 7 to 11.

EFFECT: obtaining a decontaminating solution which does not contain cationic surfactants and which enables to simultaneously reduce the effect of the explosion wave during explosion of an explosive device and provide decontamination of toxic and/or bacterially active substances contained therein.
